Rule 1403 is designed to reduce public exposure to asbestos emissions during demolition and renovation activities. It aligns with federal National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements and adds local protections to ensure compliance and safe handling of asbestos.

1. Notification Requirements
Mandatory notification to SCAQMD at least 10 working days before:
Demolition of any structure (with limited exceptions).
Renovation projects disturbing certain thresholds of Asbestos-Containing Material (ACM).
Must include:
Building owner/operator info
Type of operation
Asbestos survey results
Start & end dates
Waste disposal details
2. Asbestos Survey Requirement
A thorough inspection for ACM must be performed by a Cal/OSHA-certified asbestos consultant before starting any demolition/renovation.

3. Work Practice Standards
Adequate wetting of ACM during removal.
